国际劳工组织(ILO)近日发布《世界就业和社会展望:2022年趋势》报告称,相较於2019年的1.86亿,预计2022年失业人数将达到2.07亿。ILO预料,对就业的干扰将持续到2023年,届时就业岗位将比疫情前少约2,700万个。 该报告警告,全球就业市场复苏「缓慢且不确定」。该报告亦下调了对今年劳动力市场复苏的预测,认为与疫情前的水准相比,2022年全球减少的工时,相当於世界各地损失5,200万个全职工作,比去年6月的预测(2600万)增加了一倍。 ILO秘书长赖德(Guy Ryder)表示,「如果没有劳动力市场的广泛复苏,就谈不上真正的经济复苏。」他指出,多项因素导致ILO调整就业市场展望,当中最重大原因就是疫情持续且出现新型变种病毒Omicron等。 国际劳工组织指出,因很多人离开了劳动力市场後迄今都未重返职场,对就业的总体影响远高於这些数字显示的严重程度。当中离开得到包括不少女性,通常须返家从事无偿的工作,例如在学校关闭期间养育子女,或照顾患病的家属等。
