(Hong Kong, June 3, 2026) In line with the national 「AI+」 initiative, Hong Kong is accelerating the development of its AI ecosystem — taking a multi-pronged approach across computing infrastructure, data governance, research commercialization, and the expansion of application scenarios to drive AI-enabled industry upgrades. The Hong Kong Generative AI Research and Development Center (HKGAI) hosted the 「Agentic Hong Kong: HKGAI V3 LLM Launch and Ecosystem Conference」 today, officially unveiling the latest version of its homegrown LLM, 「HKGAI V3」 . The team also showcased Hong Kong’s first productivity-grade super agent, further advancing Hong Kong toward the era of Agentic AI.
The conference was officiated by Prof. SUN Dong, JP, Secretary for Innovation, Technology and Industry; Mr. LIU Maozhou, The First-Level Inspector of the Department of Educational, Scientific and Technological Affairs of the Liaison Office of the Central People’s Government in the HKSAR; Prof. Harry SHUM Heung-yeung, Board Chairperson, Hong Kong Artificial Intelligence Research and Development Institute (AIRDI), Chairman of the Council, The Hong Kong University of Science and Technology (HKUST); and Prof. GUO Yike, Provost of the HKUST and Director of HKGAI. Together, they presented ecosystem partnership trophies to nearly 30 enterprises in attendance, and witnessed the launch of the HKGAI V3 LLM and the inauguration of the Ecosystem Collaboration Framework.
The Ecosystem Collaboration Framework, advocated by HKGAI, is designed to connect government bodies, enterprises, and social organizations, collectively transforming AI technology into tangible momentum for Hong Kong’s high-quality development.
Prof. SUN Dong, JP, Secretary for Innovation, Technology and Industry, said in his opening remarks, 「HKGAI V3, based on locally sourced training data, is capable of processing biliterate and trilingual content. It possesses a profound understanding of Hong Kong’s unique context and culture, with the flexibility to serve localized and diverse application scenarios, truly addressing the needs of the Hong Kong market. I look forward to this upgraded large language model delivering more sector-specific vertical applications which are more attuned to local needs, such as enhancements to ‘HKPilot’ and ‘HKChat’, so that Hong Kong users can enjoy a higher-quality and authentically local intelligent agent experience. The National 15th Five-Year Plan clearly sets out the comprehensive implementation of the ‘AI+’ initiative. The HKSAR Government is proactively aligning with the nation’s overall development plan, taking forward a multi-pronged approach to achieving ‘industries for AI’ and ‘AI for industries’, and actively building a thriving AI ecosystem in Hong Kong. 」
Prof. GUO Yike, Provost of the Hong Kong University of Science and Technology (HKUST) and Director of HKGAI, offered a groundbreaking perspective in his opening remarks, 「Pre-training a large language model is like raising a child — no matter how capable it is in general knowledge, or how vast its parameters, it cannot truly understand boundaries and context until it is aligned with local regulations and societal values. Judging an AI model by technical benchmarks alone is no longer sufficient. What truly makes a difference is localization and security compliance. HKGAI V3 aspires to become a ‘digital Hong Kong individual’ — the model that best understands how Hong Kong’s government and enterprise think and operate. The ‘Agent Workshop’ we are launching today is the first super agent in Hong Kong to truly achieve productivity-grade capability — one built to integrate seamlessly into Hong Kong’s real-world working environments, and unlock productivity potential that has never been possible before.」
HKGAI V3: Enhanced Performance Across Diverse Application Scenarios
As the core engine of AI research and development in Hong Kong, HKGAI V3 further strengthens support for Hong Kong’s linguistic context, industry scenarios, and practical application needs. It has achieved significant improvements in operating efficiency and agent continuous execution capabilities, including an over tenfold improvement in token compression efficiency and an almost hundredfold increase in uninterrupted agent runtime.
By deeply internalizing Hong Kong’s local knowledge into the model, HKGAI V3’s Agent Workshop — as the core platform of Hong Kong’s first productivity-grade super agent — can operate stably for up to 28 hours without interruption in a single session, effortlessly completing complex tasks. More critically, Hong Kong’s cultural DNA has been embedded into HKGAI V3’s neurons, making any sentence interpretation or idea expression more aligned with the linguistic context and habits of local users.

• 「3-in-1 Integration」: Deeply integrating the core capabilities of 「HKChat」, 「HKMeet」, and 「HKPilot」 — purpose-designed for civil service workflows — enabling end-to-end automated processing — from voice queries and automatic meeting minutes generation to government document drafting.
• 「Agent Workshop」: Hong Kong’s first productivity-grade super agent goes beyond conversational Q&A, placing execution at its core. Users simply issue a command, and the agent autonomously decomposes tasks, invokes tools, and collaborates across platforms, converting ideas directly into deliverables.
For Enterprises: Empowering Commercial Advancement and the Open-Source Ecosystem
• ClawNet: Officially released as open source, aiming at lowering the barrier for enterprises and research institutions to develop custom agents and accelerating the deployment of commercial applications.
For the Public: All-Round Intelligent Lifestyle Companion
• 「HKChat」: As a homegrown AI assistant, it has received a strong response since its launch, accumulating nearly 750,000 registered users. Leveraging the V3 LLM, its conversational fluency and task execution capabilities will be further enhanced.
• 「ECHO」: An all-scenario digital memory service powered by multimodal interaction technology. It offers three core capabilities — biography creation, life mini-documentaries, and interactive digital humans. By integrating multiple product systems into one unified platform, it creates a personalized memory model for individuals.
Token Overseas Expansion: Opening Diversified Inference Computing Power and Full-Stack Intelligent Services to Overseas Markets
Leveraging its experience in local LLM development and the advantages of multilingual training, HKGAI has partnered with Hong Kong ICI and the three major telecommunications operators — China Mobile International, China Unicom Global, and China Telecom Global — to bring AI capabilities, including models and agents, to overseas markets, providing diversified inference computing power and intelligent services.
Cross-Sector Leaders’ Dialogue: Empowering Every Industry with Local LLM
One of the highlights of the conference was the roundtable discussion themed 「Empowering Industries with Local LLM: Implementing AI in Hong Kong and Building the Ecosystem Together」 . Speakers included Dr. Rocky CHENG Chung Ngam, JP, Chief Executive Officer, Cyberport; Ms. QI Xiaoxiao, Managing Director, CMB International (CMBI); Mr. XIAO Xue, Chairman, Inspur Cloud; Mr. ZHANG Junjie, Vice President of Ant Group and Head of Healthcare Business; and other industry leaders.
Drawing on their respective industry expertise, the speakers conducted an in-depth analysis of the most pressing challenges that AI can help address in current industry operations. They also explored how a LLM with local cultural and linguistic advantages, along with Hong Kong’s first productivity-grade super agent, can be deeply integrated into daily operations and product development within Hong Kong’s unique market environment.

Since its establishment three years ago, HKGAI has published nearly 700 academic papers, yielding remarkable achievements. Conference attendees also visited the showcase of outstanding academic papers, gaining a deeper understanding of the Center’s cutting-edge research in generative AI.
Through the Ecosystem Collaboration Framework, HKGAI deepened connections with partners across all sectors, receiving an enthusiastic response from enterprise participants, collectively advancing the broader application of AI technology in daily life, corporate operations, and public services.
